To do it for every element of Master? Much more. Yes, it takes a lot of time and effort - but it is very possible. But one can reach top #50 without $ if they spend the time and effort needed to build a solid battle team. And there are players there that will spend gems to speed up battles. Now if you want to place #1 in Masters, you will have to deal with the hackers there - sad but true. The only competitive aspect in DC is arenas. In fact, there is nothing to win if you really think about it.
